A court-appointed Federal Monitor overseeing the United Auto Workers (UAW) concluded that union leadership deliberately brought false allegations of misconduct against Secretary-Treasurer Margaret Mock. The finding raises significant concerns about the handling of the charges and the actions taken against Mock within the union.
According to the Monitor’s report, UAW President Shawn Fain coordinated a planned effort to retaliate against Secretary-Treasurer Margaret Mock. The report states that Regional Directors LaShawn English and Laura Dickerson played key roles in the process that ultimately led to a vote removing Mock from certain responsibilities.
According to the Monitor’s findings, a compliance report containing fabricated misconduct allegations against Margaret Mock was presented during the February 20, 2024 International Executive Board (IEB) meeting. Region 1A Director Laura Dickerson then introduced a motion to strip Mock of her field assignments and departmental oversight, with Region 1 Director LaShawn English seconding the motion.
According to the Federal Monitor’s report, Fain arranged in advance for English and Dickerson to take the lead on the motion, with racial optics reportedly influencing that decision. The report notes that Mock, Dickerson, and English are Black women and attributes statements to Fain regarding his reasoning for selecting them to spearhead the action.
Following the passage of the motion, Mock was removed from oversight of 11 departments. According to the account, Fain assumed responsibility for nine of those departments, while other roles previously held by Mock were reassigned. Laura Dickerson received oversight of the TOP Department, LaShawn English took responsibility for the Women’s Department, and English was also appointed to Mock’s former positions on the AFL-CIO and IndustriALL Global boards.
The Federal Monitor ultimately found that the allegations of financial obstruction against Margaret Mock were “unsupported or outright unfounded.” The Monitor’s findings further concluded that the actions taken against Mock were connected to her enforcement of union spending policies, including policies applied to expenditures involving Fain’s office. According to the Federal Monitor’s supplemental report, UAW officials deleted text messages connected to the investigation. Investigators were able to recover communications that the Monitor said showed senior officials coordinating efforts to build allegations against Secretary-Treasurer Margaret Mock. The findings were followed by significant leadership changes, including the resignation of Chief of Staff Chris Brooks, the demotion of Communications Director Jonah Furman, and the departure of Compliance Director Marni Schroeder.
The Federal Monitor is court-appointed. Neil Barofsky was appointed by a federal court to oversee the UAW and ensure compliance with the federal oversight process.
